SECTION 1. Chapter 7.5 (commencing with Section 65913.4) is added to Division 1 of Title 7 of the Government Code, to read:

65913.4. (a) Notwithstanding any other law, a development proponent may submit an application for a development that is subject to the streamlined, ministerial approval process provided by subdivision (c) and not subject to a conditional use permit if the development satisfies all of the following objective planning standards:
